Government Authority located Raleigh, North Carolina; USA based organization looking for expert vendor for compensation and market comparability study services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide compensation and market comparability study services of all classified and nonschool based administrator positions, to develop a credible Compensation and Market Comparability Study that takes into account changes in the work environment; ensures positions performing similar work with essentially the same level of complexity, responsibility and knowledge, skills and abilities
are classified together; provides salaries commensurate with assigned duties; provides justifiable
pay differential between individual classes; and maintains currency with relevant labor markets
1. Conduct an employee compensation and classification study of public and private employers
who are providing equitable services, including the following, and,
Evaluate the WCPSS current pay plan and job evaluation system and recommend
new salary and job evaluation system, which includes:
i. Pay grade structure;
ii. Job Evaluation system;
iii. Identify internal and external equity issues and recommend adjustments to
correct;
iv. Identify and recommend adjustments to align historical inequities due to
prior promotional procedures and salary increases;
v. Plot current jobs by department and pay grade and also districtwide.
2. Evaluate all non-certified job descriptions, including FLSA designations.
3. Conduct comprehensive comparison of all non-certified jobs with other similar educational,
public and private organizations, to be recommended by vendor, subject to approval by the
Board. Such comparison shall identify current market rate for such jobs. Based upon
comparison, make recommendations to adjust placement of positions within the pay
structure and adjust policies and procedures to maintain pace with the market. Such
recommendations shall also include a cost analysis and suggested implementation plan. All
recommendations shall be subject to Board approval.
4. Review current WCPSS policies and practices surrounding compensation and make
recommendations for best practices changes to compensation policies and practices.
5. Based on the study, prepare a comparative analysis that identifies the WCPSS’ competitive
position in the labor market.to the government authority located in Raleigh, NC.
(2) All questions must be submitted in writing no later than December 2, 2019.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
