[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide financial consulting services, primarily for annual water and wastewater rate development and modelling. Additional tasks over a five-year period may include: a cost of service study; calculation and justification of system development fees, wholesale rates, and rate simplification options; and evaluation of equity/affordability strategies. The successful firm will have extensive experience working with municipal utilities; a portfolio that includes successful collaborations with municipal utilities to establish cost-justified volumetric and wholesale rates, readiness-to-serve charges, and system development fees; and extensive rate-modelling and cost-of-service experience to the government authority located in Winston-Salem, NC.
- Work will include: updating actual and estimated customer billing data, updating and reviewing actual and estimated operation and maintenance (O&M) and capital expenses, analyzing revenue and expense trends, proposing appropriate escalations for O&M and revenue, adjusting capital budgets and debt service long range planning based on actual expenditures, and updating end of year financial metrics (reserve balances, debt coverage ratios, days of cash on hand).
(2) All questions must be submitted no later than November 6, 2019.
(3) Contract period will be for five years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
